Road crews may not perform more than three straight set outs or straight pickups at an initial or final terminal, in connection with your own train, where yard crews are on duty. You may not also make a combination of two straight set-outs or pick-ups at intermediate locations.
For STAS crews, your initial and final terminal are the on-duty and off-duty terminal, where you came to work and will be tying up at.
What you can do for free without incurring a penalty;
- Set out as many bad orders, in any location, in your train to any track. (This does not mean you can bury them in a track that has cars in it. Ex. The Yardmaster instructs you to set out line number 34 and line number 57 in your train behind the 8 head cars in track 14. Doing that move would constitute a penalty.)
- Complete the work of a train that died within switiching limits – PLB 3802 – Award 4, PLB 5912, NMB 126 – Award 126.
- Re-block your train to comply with FRA train makeup rules such as Hazmat placement or load qualifications. SSI 40 & 47, USHMI Position-in-train-chart Pg. 40.
- Ex.1 The first out car in your train is a loaded inhalation hazard car. You may bury that car so it is no longer a train make up violation.
- Ex.2 The first three cars in your train are empties, and your total train weight is 7400 tons. You can bury those cars or set them out so that you will be load qualified.
The following is a list of things that would incur a penalty;
- Setting out to the same track twice.
- Ex. You are headed North to Canada and are told to set out line number 4 and line number 15 to Bellingham siding because customs has not cleared the cars to enter Canada.
- Making more than 3 moves at the initial terminal where switch crews are on duty.
- Each of the following constitutes a move. Hostling Power, doubling over, setting out a cut of Cars, picking up a cut of cars.
- You may not make perform more than a combination of two pick-ups or set-outs at an intermediate station, terminal, or turn around location.
- Setting out or Picking up cars, or light power, behind a cut in a track
- Ex. You are asked to cut away with just light power from your train in track 14 in Everett, pick up 5 cars in track 13 and double back to your train. Then you are told to take the head 5 cars off of your train and set those 10 cars (The 5 from 13 and the Head 5 from your train) back to track 13.
- Ex.2 You are called to work a train out of Stacy and are asked to move a set of power over in the champs so you can get to the power assigned to your train.
- Re-block your Train for Carrier Convenience.
- Ex. You are called to take the VBTABN from Everett to Auburn. When you arrive on duty the Yardmaster tells you that lines 10-25 need to be moved to the rear of the train. And instructs you to make this move over in bayside before departing.
- Making more than 3 total pick-ups or set-outs at all intermediate stations/terminals.
K-Trains Only (See K-Train Agreements for Greater Seattle Terminal and North K Agreement out of Everett)
- Building or moving a train inside a terminal and never departing.
- Ex. 1 If you are asked to put the SEACHC together in Stacy and then are told to just take it to Balmer (A Apple).
- Ex. 2 You get on an FYNFTE in Mil 1 and only take it as far as 23rd
