Overview

Crew Consist agreements that cover BNSF property. These various Crew Consist agreements have, over the years, allowed the carriers to reduce crew sizes.


  • Year: 2024
  • Title: 2024 Crew Consist Agreement
  • Summary: The newest of the Crew Consist agreements, this agreement has allowed BNSF to reduce crews operating with two Trainmen (Foreman & Helper in Yard Service, or Conductor & Brakemen in Road Service), to one Trainman (Foreman and Conductor only). It also created the outline for a new position, the Road Utility Person. Similar in function as a Utility in the yard, the RUP covers the road territory outside yard limits. The agreement presented on BNSF was almost a carbon copy of the agreement ratified on Union Pacific. SMART-TD members at BNSF rejected the agreement with up to 80% percent of members voting no. After it was rejected, the General Committee’s and BNSF agreed to move to expedited arbitration. The Neutral handing arbitration issued Arbitration Board No. 607, which imposed the rejected agreement almost unchanged from its original form.

  • Title: Crew Consist 1993
  • Summary: This agreement removed the requirement to have a Brakeman in pool service and train length limitations for operating with a reduced crew. In conjunction with the removal of Brakeman from pool trains, this agreement created the Yard Utility position.

  • Title: Crew Consist 1980
  • Summary: The beginning of the reduction in crew sizes, established the “standard crew” of two Trainmen. In Road Service this would establish a crew of Conductor and Brakeman, eliminating the positions of “head” and “rear” Brakemen. For Yard Service, this reduced yard crews to Foreman and Helper only, eliminated the additional Helper positions found on yard jobs.
